Roster Rules

TEAM ROSTERS
All rosters must list each player in the tournament, in alphabetical order, by their last name. Goalies are listed at the bottom of the roster. The following roster restrictions will apply to all teams.
1. Teams are limited to 15 players in each tournament.
2. All players have a conditional right to make one roster (team) change, within the same age division, during the competitive 2006-2007 season. That change must be made on or before May 6, 2007. A player may not change teams after May 6, 2007. (See Rule #4 below regarding what constitutes a “roster change’).
a. A player may make an additional (second) roster change, within the same age division, with the following requirements:
A. A written release by the player’s existing team, signed by the authorized team representative.
B. The change must still be made on or before May 6, 2006. (See Rule #4 below regarding what constitutes a “roster change’).
3. Once a player has PLAYED FOR a team in THREE (3) Pacific Cup tournaments, that player is locked onto that team’s roster and may not move to another team within the same age division, except:
a. A player may be RELEASED, by the recognized team representative, to another team, within the same age division. The release must be in writing and signed by the recognized team representative.
b. IMPORTANT! Each player must still satisfy all of the requirements contained under the heading “ROSTERS” herein. Example: RULES #4 and #5: (A player may NOT change teams after May 6, 2007). (A Roster change will be considered official when the player actually PLAYS FOR the team he is switching to in a Pacific Cup tournament). Therefore, after the release, a player must still play for the new team in a Pacific Cup tournament on or before May 6, 2007 for the change to be official and acceptable.
c. Players, who have played for a team in only one or two Pacific Cup tournaments, are still are able to move to any other team, at will, without the necessity of a release. Again, each player must still satisfy all of the requirements contained under the heading “ROSTERS” herein. See for example: RULES #4 and #5.
4. A Roster change will be considered official when the player actually PLAYS FOR the team he is switching to in a Pacific Cup tournament. Therefore, a player must play for the new team in a Pacific Cup tournament on or before the weekend of May 5-6, for the change to be official and acceptable.
5. No player will be allowed to play in the Pacific Cup Finals, unless the player played for the team in two (2) Pacific Cup qualifying tournaments.
6. No player may change teams, or play for more than one team, within the same age division during the course of a tournament. A “tournament” is defined as that group of teams actually playing against one another, competing for team placement. Example: a AA Squirt player may not switch to another Squirt team in the same tournament. Example #2: a player is on a bantam and a midget team. Both teams are in the same bantam/midget combo tournament. The player may play for either the bantam or the midget team, but not both in that same tournament. He must make an election.
7. A player may play on different teams in different age divisions, so long as the age requirements are met. A player may not play on two teams within the same age division, regardless of tier. Example: a Bantam AA player may move up and play in Midget division, as well; and a Squirt AA player may move up and play in Pee Wee division, as well.
8. Players may also play on multiple teams with the following additional restrictions:
a. Players may only play on one team per age division. (Example: Only one of Squirt AAA, AA, or A).
b. WARNING! A player or players moving up or down a tier to join another team may ultimately cause the entire team to be moved up into a higher tier. Such an “involuntary tier movement” may be required due to such factors as performance and roster. Example: Four Squirt AAA players join a Pee Wee AA team. The Pee Wee AA team may be required to move up to Pee Wee AAA; or an entire Mite AA team (playing Squirt A) may be required to move up from Squirt A to Squirt AA.
9. Players who are members of “disbanded teams” will be subject to each of the roster restrictions herein, without any special considerations. Be careful if you are on a team that is considering disbanding. You may be out for the remainder of the season.
10. All teams competing on the May 5-6 weekend must submit a final and permanent team roster. Teams not competing in the May 5-6 weekend must submit a final and permanent roster in the first tournament, after the May 5-6 weekend, which the team competes in. The “final and permanent” roster must include all players, including free agent players, who are defined as not having previously played for any team in that age division during this competitive season. The team must list all “potential” players, including possible free agents, injured players, sick players and any other regular players who are not actually in attendance in the applicable roster lock tournament.
a. Free Agent Example: a free agent Squirt player is one that has not yet played in the Pacific Cup in Squirt AAA, Squirt AA, Squirt A.
A. Note: The division/tier that the team received their points in is controlling as to what division/tier the team and player competed in. Example: If a Squirt AA team competes in Pee Wee A, yet receives its points back in Squirt AA, all players competing on that Squirt AA team will be deemed to have played in Squirt AA, not Pee Wee A.
11. PLAYER MOVEMENT WITHIN AN ORGANIZATION
a. Within an “Organization” a player may make an additional roster move, with the following restrictions:
A. Any such move must still satisfy all roster rules, which are not otherwise in conflict with this rule. (SEE RULES #4 and #5).
B. This additional move would still require a release, as described above and must be approved by the Pacific Cup.
C. The Pacific Cup would make a determination as to whether the move qualifies as an “Organizational” move. Organizational factors would include, but would not be limited to: the names of the teams involved, the geographic location of the respective teams, the respective team representatives and coaching staff.
D. Any such move that is not deemed to be an “Organizational” move, by the Pacific Cup, shall result in an ineligible player situation and forfeiture of all related games.
12. Except for Division I, all players must satisfy a liberal residency requirement to be eligible to participate in the Pacific Cup as follows:
a. The player must reside within the region, or
b. Either parent or legal guardian of the player must reside within the region.
c. The application of this rule is waived for “International” tournaments and other situations involving special invitations to designated teams outside the region.
